The air transport market in Russia continues to stagnate. Although there are some signs of recovery, the overall economic situation here could lead to bankruptcies, even among larger carriers. Given the dramatic drop in demand-particularly on international routes-the environment could deteriorate even more by summer's end. Airlines here are largely on their own when it comes to cutting costs and finding new financing; the government traditionally offers only limited support, and even this is curtailed in light of current economic conditions. The only general relief measure by the government so far has been a reduction in the value-added tax on domestic flights, which was reduced to 10% from its high of 18%. The measure, which became effective on July 1, is expected to benefit the industry by up to 19.5 billion rubles ($308 million) annually.
