The Obama administration expects to sign the U.N. Arms Trade Treaty after it is unveiled for national signatures in New York on June 3, according to Thomas Countryman, assistant secretary of state for international security and nonprolif-eration-and that is a good thing. For all the reasons of trying to promote transparency and accountability in governance worldwide, as well as combatting human rights violations, the treaty is a new instrument toward those goals. To be sure, it is so weak some might call it impotent, but its downsides are not as negative as critics are claiming.
