Japan faces a quandary. The nation must deter aggression and intimidation by developing the potential to strike any foe. But it must also stay within constitutional rules that allow only defense of the homeland. The ban on preemptive planning extends even into the world of electronic and network attack. As a result, some critical questions remain unresolved. It's a military axiom that the best way to prevent ballistic or cruise missile attacks of Japan is to strike before they are launched. But does defense allow strikes-kinetic or electronic-on enemy facilities for any reason? Are they wed only to retaliation? The following articles take a look at how the Japanese Air Self-Defense Force (JASDF) walks that razor's edge. Maj. Gen. Hidetoshi Hirata isat the heart of a technologically ambitious modernization effort to introduce stealth, strike capabilities, precision weaponry, advanced sensors and networking to the JASDF. But it's also an endeavor that will have to function within a defense budget that's predicted to be flat, perhaps even shrinking, for the foreseeable future. The interview was conducted at the defense ministry in Tokyo by Senior Military Editor David A. Fulghum.
