European helicopter operators are moving to reorganize and reinforce their trade association so it can have greater impact on law-and rule-making, and promote ro-torcraft industry interests more effectively. Like many European Union organizations- including the EU itself- the European Helicopter Assn. (EHA) is saddled with a cumbersome one-nation, one-vote decision-making structure that could cause permanent gridlock when ten new members join this spring. The makeup of the organization, which represents 14 EU nations plus Switzerland, is also considered too limited to permit the helicopter industry to bring sufficient weight to bear when its interests are on the line.
