The sluggish U.S. helicopter industry could rebound in the next few years as an increasingly stable economy generates demand for advanced aircraft, more pilots and new business opportunities. Roy Resavage, president of Helicopter Assn. International (HAI), said the industry faces a number of challenges as it struggles to regain momentum lost in the wake of terrorist attacks in 2001. These include: ? A pilot and mechanic shortage due to hit the industry by 2010, caused by a confluence of Vietnam War era pilots reaching retirement age at a time of reduced military pilot training. ? FAA's proposed National Air Tour rule, which is "very short on improving safety but very long on imposing costly burdens on operators," Resavage said. If enacted, it could force up to 900 operators out of business, leaving those remaining to face more stringent weather criteria involving visibility and higher flight altitudes. Resavage said HAI has proposed modifications to the proposal.
