Convinced that airline competition is facing extinction, lawmakers are readying bills to strengthen federal power over mergers, police high fares and prevent sweeping service cutbacks. The bills appear tantamount to reregulation of the industry, although sponsors deny that, claiming carriers would remain free to set fares and provide service without prior government approval. The measures are intended to augment competition at hubs, drive down fares and make it easier for new-entrant airlines to survive. Legislative reformers expect to pick up fresh ammunition for their cause from imminent Transportation Dept. findings on aviation's year-old attempt at self-improvement.
