Conferences continue to focus on the August 14 2003 Blackout. When the Canada/U.S. Taskforce was assembled for its eight-month investigation, engineers and electrical professionals made their "expert analysis" and made recommendations on topics such as mandatory reliability standards. Regulators, on the other hand, tried to encourage investors to spend money on an already vulnerable electrical grid. "Investors need to see progress being made toward the generally recognized (Blackout Taskforce) recommendations and initiatives." This recent statement comes from Mr. John McDonald, the IEEE-PES President-Elect giving the regulators the hint to make improvements in the marketplace before investors open their wallets to increase generation or upgrade or replace their older T&D equipment.
