According to GB/T 15000.1-94 Directives for the work of reference materials General rules for description of reference materials in technical standards, when the analysis and test method defined in the technical standards need using RM (reference material) to assure the application effect in different time and area, the relevant RM should be developed and used. This shows that RM is a kind of practical standards, the necessary complement of technical document standards and a part of standardization work.
