In a major step to protect communities and business from floods and drought, the government has published the draft Flood and Water Bill for consultation. Driven by a range of contributing factors, including Sir Michael Pitt's review of the 2007 summer flooding, the need to adapt to climate change, new legal obligations (including those arising from the EU Floods Directive and an understanding that current practices and legislation are based on outmoded approaches and organisational structures with roots in the 1930s and 1940s), the bill aims to:rn1. Reduce the likelihood and impacts of flooding.rn2. Improve authority ability to manage the risk of flooding.rn3. Reduce pollution, improve water quality and conserve water during drought.rn4. Improve the overall efficiency and management of the industry.
