ASCE MEMBERS who took part this year in the Society's Legislative Fly-In, the 1 lth time this annual program on Capitol Hill has been held, may have faced the greatest challenge ever encountered by participants. With the 112th Congress determined to limit government spending and reduce the national debt, increased scrutiny is now placed upon critical federal funding to upgrade and replace facets of the nation's failing infrastructure, the deplorable condition of which was described in ASCE's 2009 Report Card for America's Infrastructure.
