Safety on construction sites has been a major concern in the construction industry in the past few decades. Increased safety awareness and improved safety performance have been driven primarily by the escalating costs of accidents and workers' compensation insurance, the rise in the number of third-party liability suits, and the greater stringency of safety regulations. As a result, there was a slow decline in the number of construction site injuries and fatalities from 1951 through 1997, according to figures compiled by the National Safety Council, of Itasca, Illinois.
