There is a growing trend for local authorities to bring environmental services back in-house or to provide them through a trading cmpany (TC). Canterbury City Council, for example, reported that it is considering moving its waste service in-house once its current contract expires in 2021. So which environmental services could local authorities offer in-house or through a TC, and how might this be done? Local authorities should consider insourcing or setting up a TC to provide services: 1. For which there is uncertainty about the service requirements over the term of a contract - for example, waste collection, where future statutory service requirements in England are unclear because of consultation on the national resources and waste strategy 2. That are public-facing and reflect on the profile of the local authority - for example, street cleaning 3. That do not have regular services requirements, such as ground maintenance and winter maintenance, where service provision changes during the year 4. Where the local authority can offer competitive costs against the private sector - for example, trade waste services, where advantages can be gained through the use of local authority assets and combining services 5. For which the local authority provides enforcement, such as statutory fines for litter or incorrect presentation of household waste 6. Where the local authority can connect with community groups and charitable organisations and enhance its local presence - for example, the collection of textiles and waste electrical and electronic equipment (WEEE).
