A Litter Strategy for England is something for which Keep Britain Tidy, as the country's leading anti-litter charity, has been calling for, for some time now. The fact that Defra is now developing one should, in principle, be good news for everyone who cares about the local environment on our doorstep. But a strategy must lead to real action and interventions that make a real difference if it is to turn warm words and good ideas into a demonstrable success story. In particular, the ability to measure success is a key component of strategy in any business - how do you know it's working if you're not measuring its impact?
