Ireland has made dramatic progress with regard to recycling rates over recent decades. In 1995 less than five percent of household waste was recycled. While the policies in use then produced small increases in the level of recycling, in 2003 we were still only recycling 13 percent of household waste. We knew that a change of direction was required if we were to achieve the targets for 2013, 2016 and 2020 set by the EU. Over the past 15 years and through successive "waste policies" we have worked hard to increase the amount that we recycle, developing civic amenity facilities that accept.
