A number of announcements in the Comprehensive Spending Review of October last year had an impact on the waste sector. The removal of certain PFI schemes had a significant effect. However, on a less immediately obvious level the postponement of the first sale of carbon allowances under the Carbon Reduction Commitment (CRC) from 2011 to 2012 and the elimination of recycling payments will have implications for the sector. A staged process of further change for the CRC is underway. DECC launched a formal consultation in November 2010, pending a substantive review. The rationale for the limited consultation was to alter the timing of phases in the CRC in order to create a "review window" to facilitate future amendments prior to the start of phase 2, now proposed to be in April 2013, rather than April 2011. Following the deadline for responses in December 2010 it is anticipated that the changes will be implemented on 1 April 2011.
