The deadline for the Government's five proposed recycling financial incentive schemes came and went without a single expression of interest. Local authorities were asked to apply to take part in the scheme by the end of 21 January but, by the middle of that afternoon statements had been released admitting that not one authority had volunteered. Minister for waste and recycling, Jane Kennedy, said: "The powers in the Climate Change Act enabling [these] schemes were introduced at the request of local authorities and it is up to them whether they want to use them. No local authorities have expressed an interest in piloting a scheme at this time.
