摘要

Imagine a city in which residents meet in the street to weigh bags of sorted recyclable materials before carefully disposing of them. Each bag earns a resident points. A kilo of food waste is worth two points, and a kilo of plastics 10 points. Earn 30 or more points and they can be exchanged for household goods, fresh produce or cleaning services. Meanwhile, neighbours act as 'bin bosses' to ensure all household waste is sorted correctly. But then imagine that the schemes are monitored by CCTV, and people are fined if they fail to comply with the recycling rules. Imagine if those who breached regulations could have their 'social credit rating' lowered, meaning they would be seen as less than 'model citizens', potentially forfeiting the right to economic and social privileges such as being excluded from top jobs, flights or private education. Imagine if people's failure to comply saw them shamed on the internet, in memes that ask 'what type of rubbish are you?'
