In this article, Seaton Thedinger examines the regulation of industrial hemp internationally and in the United States. While industrial hemp production is essentially illegal in the United States, every other major industrialized nation distinguishes between industrial hemp varieties and the drug varieties of marijuana. This article explores the differences between the industrial and drug varieties of marijuana and highlights industrial hemp's environmental and economic benefits. It studies the history and current state of marijuana and hemp regulation in the United States, and the attempts by the Drug Enforcement Administration to ban hemp products. The United State's prohibition approach is contrasted with Canada's regulation and control of industrial hemp. The article also examines the burgeoning hemp industry in Canada and the success Canada has had with regulating industrial hemp. The author argues that given the international approach to distinguishing between industrial hemp and marijuana, its history, the environmental and economic benefits, and the success of regulation in Canada, the United States should relax its approach and allow American fanners to produce industrial hemp.
