摘要

Installation of new caissons and refurbishment of the Frigate Refit Complex (FRC) are among the latest manifestations of a major investment programme being implemented at the Devonport Royal Dockyard site. The programme is geared towards improving efficiency with a rationalised and consolidated infrastructure, and enabling delivery of the benefits and savings guaranteed to the MoD by Babcock under the terms of business agreement (TOBA).Broadly, the TOBA is about optimising support through the creation of 'centres of excellence' across the maritime support enterprise, and rationalising infrastructure to reduce overheads. Maximising the efficiency of Babcock's owned and managed infrastructure (which includes both Devonport and Rosyth dockyards) is a key contributor to delivering guaranteed savings to the MoD, in exchange for performing nominated roles and having the opportunity to expand their scope. As such, the TOBA provides the basis for Babcock to review its strategic infrastructure and invest in it for the medium term.
