Senior Indian Government intelligence sources have, almost for the first time, shown caution in assigning blame for the double terrorist bombing attacks which occurred in the city of Hyderabad, the capital of Andhra Pradesh state, on February 21, 2013, although the attacks themselves highlighted the ongoing gaps and problems facing the Indian intelligence and security communities. However, the fact that the Indian Government has shown caution in resorting to its traditional approach of blaming -- usually on the basis of wishful thinking or responsibility-avoidance -- the Pakistan Government for involvement in almost any terrorist attack in India indicates a growing soberness in dealing with security issues.
