Production offshoring, together with outsourcing and delocalization, have become central issues in both academic and policy debates. These global phenomena have also been featured prominently in the press, raising concerns and discontent in the civil society. They have been blamed for disrupting local labor markets, increasing job losses, and deteriorating working conditions, hence breeding the protests of social and political movements in all latitudes. But is outsourcing driven only by labor cost considerations? Does it necessarily lead to a "race to the bottom"?
