The United States is a "nation of law", George Bush insisted after the sickening photographs showing American soldiers abusing Iraqi detainees at Abu Ghraib prison appeared last spring. The "disgraceful conduct" had been the work of "a few bad apples" who would be brought to justice. He also promised that America's treatment of terrorist suspects and "unlawful enemy combatants" such as those it has sent to the Guantanamo Bay base in Cuba would conform to both domestic and international laws. The United States, Mr Bush declared, was "committed to the worldwide elimination of torture, and we are leading this fight by example". Since then, the administration has suffered a number of reverses. Last summer, it emerged that it had sanctioned two memoranda redefining the concept of torture morenarrowly. The Supreme Court has allowed the 550-odd foreigners being held in Guantanamo to challenge their detention in the American courts. Under international pressure, it has had to release ever more detainees. And a ruling by a federal district court judge has put on hold its planned system of special military commissions at Guantanamo.
