When Tony Blair is up, Gordon Brown tends to be down, and vice versa. So it was this week, when the prime minister had a hard time over Iraq, and the chancellor seemed to have pulled off an impressive coup announcing what the government would be spending over the next three years. Mr Brown had a problem. The government has staked its future on improving public services, and has been flooding them with cash since 2000, but has run out of money to pay for much in the way of further improvements. The sorry state of the public finances, with a deficit of £37 billion ($68.5 billion) in 2003-04, has forced economies on the chancellor (although not until the general election expected next summer is out of the way).
