America's election campaigns seem never to have a proper beginning, moving as they do from preparatory committees to non-declarations to further fund-raising and on, at last, to declarations—all amid votes by what, to outsiders, seem bizarrely small and unrepresentative groups of people, starting with the "straw poll" in Iowa last August and, well, starting again with the Iowa "caucuses" this week, in which fewer than 180,000 people turned out to vote.
