The Latest: The European Commission has decided not to ban Huawei from its 5Gnetworks, but it wants its member states to increase cooperation, recommending acommon approach to the security of 5G networks.Implications: The decision is not surprising as it comes after Germany decided tostrengthen its network security requirements, without banning Huawei, and the UKexplained it could mitigate the potential security risks of using Huawei. This suggests thatthe US, which has not published any concrete and public evidence of any wrongdoing fromHuawei, has not managed to make the case privately either. While we do not believe thedecision will either delay or accelerate the rollout of 5G networks in Europe, it will allowEuropean operators to continue having a strong relationship with Huawei. The largestEuropean operators all have a strong footprint in emerging markets outside Europe, whereHuawei is a key player they do not want to antagonise. The carriers will also be happy theyhave the choice of three major suppliers instead of two, bringing extra competition intonetwork procurement.
