Due to excessively depending on resource in resource-based regions, led to the external negative of the region economy ,such as: the extensive of economic growth mode, the primary of elements structural, the single of the industrial structure, scatter of spatial layout and the regional sustainable development ability is weak. Shanxi Xinzhou area as an example, low-carbon development problems in the area were analyzed in detail, and some measures that suit its local conditions were put forward under the background of the regional economic development.
