Activists say a new analysis shows pollution increases expected from the vacatur of EPA's clean air interstate rule (CAIR) would be exacerbated if the agency finalizes its proposal to ease the emissions test that triggers new source review (NSR) requirements for power plants-even as industry says the White House is considering abandoning the controversial rule because of its reliance on CAIR. In supplemental Oct.31 comments to EPA's rulemaking docket for the NSR proposal,environmentalists again ask EPA to withdraw the rule,citing the Oct.21 analysis they commissioned from MSB Energy Associates which they say "demonstrates that the [prevention of significant deterioration]/NSR rulemaking would allow massive and widespread uncontrolled increases in [sulfur dioxide (SO2) and nitrogen oxide (NOx)] emission increases from the vast majority of coal-fired power plants in the country."
