The Trump administration lost its bid to divert funds to help pay for a U.S.-Mexico border wall, when the Ninth Circuit ruled that the border wall construction projects aren’t related to military construction projects. The U.S. Court of Appeals for the Ninth Circuit’s ruling was a win for the Sierra Club and the Southern Border Communities Coalition, who alleged environmental and economic harms. President Donald Trump declared a national emergency at the southern border in February 2019 after Congress rejected the amount of funds he requested for the wall following a government shutdown. His administration later announced it was diverting $3.6 billion from military construction projects to fund 11 border wall projects in California, Arizona, New Mexico, and Texas.
