Low-income communities and minorities will suffer the most if the EPA kills the first-ever carbon dioxide limits on power plants, supporters of the Obama-era rule told agency officials. "In our energy system, we have a sector that extracts from our communities to the tune of $41 million a year," Jacqui Patterson, director of the NAACP's environmental and climate justice program, said during the second day of the Environmental Protection Agency's Charleston, W. Va., hearing on its proposal to repeal the carbon dioxide standards.
