The Local Government Advisory Committee for the Environmental Protection Agency plans to issue recommendations in September on how the waters of the U.S. rule can best be implemented at the local and tribal level, according to a committee member. "The rulemaking occurs at federal level, but implementation occurs at local level," Sue Hann, city manager of Palm Bay, Fla., and chairman of the LGAC's Protecting America's Waters Workgroup, told news reporters during a July 10 teleconference before the work group's meeting in Atlanta.
