The Environmental Protection Agency is increasing emissions budgets for 17 states under the CrossState Air Pollution Rule, raising allowable emissions by 2 percent. EPA is taking action in two separate rulemakings that are not intended to make significant changes to the underlying cross-state rule, which would reduce pollution that crosses state lines. A final rule, which EPA proposed in October 2011 based on updated data received from states and companies, increases emissions budgets in 10 states. Based on public comments it received on that rule, EPA also issued a direct final rule with further increases to emissions budgets in six of those states and seven additional states.
