Federal agencies would be forbidden from issuing new regulations until Jan. 31, 2013, under a House bill introduced March 29. The Regulation Moratorium Act of 2011 (H.R. 1235), introduced by Rep. John Carter (R-Texas), would apply to all federal agencies and departments. The legislation joins such bills as the Regulations From the Executive in Need of Scrutiny Act (H.R. 10, S. 299), the Clearing Unnecessary Regulatory Burdens Act (S. 602), and the Small Business Regulatory Freedom Act (S. 474) as Republican-sponsored measures designed to restrain or block agencies' rulemak-ing authority.
