During the past decade, 'partnership' has become a watchword for regional environmental management (Bronars & Michaels 1997). Partnerships, in the context of environmental conservation, can be defined as collaborative efforts to achieve shared management objectives which engage, but are not limited to, non-profit groups, for-profit companies, government agencies, and landowners. Partnerships have become state-of-the-art because of the confluence of two trends, namely the increasing acceptance of the fundamental tenets of ecosystem management and the changing nature and scale of government (Cortner & Moote 1994, 1999). Ecosystem management involves working across property boundaries and political jurisdictions, and requires intellectual, physical and monetary resources to address environmental issues which are not the exclusive domain of any one entity. Decentralization and government downsizing have changed the way government does business. Agencies are discovering they are better able to lever scarce resources by engaging as facilitators and enablers rather than as authoritarian regulators. Non-government organizations, too, find collaboration attractive because partnerships allow them to expand their organizational capacities (Michaels et al. 1999).
