Deciding who will pay a new tax under the Affordable Care Act, known popularly as Obamacare, will be one of the more contentious issues at the ILWU-PMA bargaining table. Dockworkers have long enjoyed generous healthcare benefits. Under Obamacare, however, such so-called 'Cadillac' plans are scheduled to be taxed at 40% of the amount beyond certain cost limits. For the west coast docker contract, that tax has been estimated at about $150M/year, and neither side is eager to pick up the tab.
