Cruising continues to pay dearly for its past. Exorbitant new levies and environmental rules approved by voters in Alaska last week (see p6) would never have been approved had not Royal Caribbean illegally polluted the state's waters in the 1990s. The cruise industry has invested millions of dollars in environmental systems since those admitted misdeeds. Regulators have openly praised the sector's cleaned-up record. Yet Alaskans were still clearly swayed by history.
