Critics of the cabotage decree say Indonesia's ships are too few and too old to take over inter-island routes from foreign ships by 2010. Since President Susilo Bambang Yudhoyono signed a decree enforcing cabotage regulations in March 2005, there has been much discussion in Indonesia over the policies to be implemented, particularly when and how. Since then, the government has presented a road-map up to 2010 outlining the restrictions on cabotage, which answers some of those questions.
