In the ideal American image, as R. Michael Berry describes in depth in 1987, Finland was the northern outpost of the Western liberal world order. Americans put a lot of weight to the economic relationships because before World War II American foreign policy was based on economic interests. The valiant and reliable Finnish people had paid their debt and maintained their independence and liberty in the war against an overwhelming enemy. This was also the message Finland wanted to send to Uncle Sam immediately after the war.
