When lisle, ILL-based telecom equipment maker Tellabs needed to open a three-person sales office in Oslo in January, the last thing it wanted to do was negotiate a lease, line up a phone and haggle with Norwegian customs inspectors. "It takes an act of Congress just to get the furniture in," sighs real estate manager Charles Wiercioch.
