An Arizona startup with plans to grow into one of the three largest water companies in the state is taking its first steps with state regulators looking carefully over its shoulder. The company, Global Water Resources, in early March paid an estimated $5 million for the Cave Creek Water Co., near Phoenix. Last year it acquired the rapidly growing Palo Verde and Santa Cruz water systems in the nearby community of Maricopa in Pinal County, a fast-growing area southeast of Phoenix. And in March state utility regulators named Global Water interim manager for the financially troubled Sabrosa water system with just 68 customers. Its previous manager walked away from losses of around $80,000 a year. Altogether, the company has around 10,000 customers in Arizona.
