China's massive RMB500 billion (US$60 billion) five-year 2001-2005 water development programme has so far managed only to complete about a quarter of the projects originally planned. But pressure is mounting to enforce tough laws to continue the programme in 2006-2010, say water industry officials. Qiu Baoxing, China's vice-Minister of Construction Ministry, virtually confirmed this by conceding that more than 400 of the 660 cities were suffering from water shortages, and 110 of them were in serious condition, according to Chinese press reports.
