Oil and gas are already starting to change the fortunes of various states in Central Asia and the Caspian region, but water is continuing to cause them major problems. From Baku to Bishkek problems of replacing antiquated infrastructure abound. In much of Central Asia, the main issue is now almost 14 years old: how to replace the old Soviet command and control system of water sharing and delivery with multilateral cooperation that can group the interests of water-rich Tajikistan and Kyrgyzstan with the water-poor states of Kazakhstan, Uzbekistan and Turkmenistan. Across the Caspian, the focus is on getting clean, reliable water supplies to at least most of the population of the Azerbaijani capital of Baku. For much of the summer, Central Asia has experienced high rainfall and unusually heavy snowmelt, causing floods in countries more used to drought. Tajikistan called in mid-July for international assistance to cope with floods devastating the agricultural region of Khamadoni, southeast of the capital of Dushunbe, where some 8,000 people were evacuated and thousands of hectares of land submerged. Japan immediately pledged $15 million in emergency aid for riverbank reinforcement.
