Madrid's regional public water company, Canal de Isabel II, is to control the management and infrastructure of the capital's 4,000 kilometers of sewers and drainage and its seven treatment plants for the next 25 years. The ?700 million deal signed September 26 marks a major policy twist. Until now, Madrid city council was the only one of 179 municipalities in the Madrid autonomous region that managed its own water system. The new structure takes effect in January. Until just five days before the surprise deal, cash-struck Madrid city council said a private company would receive the 25-year contract, which is currently shared by 11 companies on a four-year contract. The deal will fill the coffers of Madrid city hall. But more importantly, it will give control over water policy to Madrid's regional water company, Canal de Isabel II, for the first time. "This is the first major agreement between the city and its region for years," said Madrid's Mayor Alberto Ruiz-Gallardon. Although both councils are controlled by the right-wing Popular Party (PP), relations between the mayor and the regional president Esperanza Aguirre have never been comfortable.
