Next March, the giant jamboree known as the World Water Forum is due to take place in Mexico City. Thousands of participants, from marsh specialists to mime-artists, from economists to rainwater harvesters, will gather to consider the academic, the abstruse, the pragmatic and precise. But what will the Fourth World Water Forum achieve -and what will be the contribution of the world's water ministers as they hold their own deliberations during the conference? Some preliminary objectives are already in place. The World Water Council, the Marseilles-based policy institute which promotes the World Water Fora, has set "Local Actions for a Global Challenge" as the event's main theme. But the WCC's explanation of what might be accomplished, presented in a preparatory paper, is somewhat convoluted.
