I usually think of HRD as a work-related process brought about by various organizational actors, including shop-floor employees, their supervisors, higher managers, HRD practitioners, and external actors (e.g. trade unions, professional associations). Based on the seminal work of my Dutch colleague Ferd Van Der Krogt, several ways in which these actors organize their relationships, and their learning-relevant interactions, can be distinguished. The ensuing learning networks have been described previously in a number of places (Van Der Krogt 1998; Poell et al. 2000).
