The California Council on Science and Technology (CCST) has released a report summarizing how the state can reduce its greenhouse gas emissions by 80%, not below today's levels, but below 1990 levels, by 2050. "By that year, California's population will rise to 55 million people, so per capita emissions from fossil fuel use will need to drop by about 90% in order to meet the 2050 target.... "California's Energy Future — The View to 2050" looks a generation ahead at what's required to reach that goal and answers the call of S-3-05, the executive order from 2005 to reduce the state's emissions 80 percent below the 1990 level by 2050.
