It is regrettable that the percentage of successful E -Government projects worldwide is not higher. Heeks' estimate of only 15 percent may be too severe. But the examples we describe here are in that special group. What characteristics can be found in these three successful projects that distinguish them from the rest? First, as mentioned in the introduction, it is crucial to achieve interoperability - both technical and administrative. The computers have to talk intelligently to each other and so do the affected agencies and stakeholders.
