Take a walled city celebrating its 400th anniversary where the dominant language is French; add 4,000 librarians from 120 countries, and you have IFLA's 74th annual World Library and Information Congress and Exhibition. The venue? Quebec City. This year's theme was Libraries without borders: Navigating towards greater understanding. Many congress delegates arrived from the local region (in this case the U.S. and Canada); however, some librarians from outside the region were denied visas for entry into Canada. According to an Aug. 8,2008, Toronto Star article, 27 delegates had problems obtaining visas and 13 (representing Iran, Nigeria, Colombia, Egypt, Nepal, Pakistan, and South Africa) were refused. Several of those unable to enter Canada were scheduled to present papers; the South African librarian actually used Skype to conduct her section's business meeting from Cape Town.
