This September, the U.S. Treasury Office of Foreign Assets Control (OFAC) ruled on the nature of the restrictions that the Institute of Electrical and Electronics Engineers (IEEE) should undertake when publishing and serving members in embargoed countries like Iran. OFAC decided that some of IEEE's activities, including the submission of papers for review, are allowed under current regulations. But it also determined that specific aspects of the editing process would require a license from OFAC. OFAC's Sept. 30 letter to IEEE said: "No license is required for IEEE to submit the manuscript to selected member volunteers [or] for its member volunteers to communicate with Iranian authors any questions or comments pertaining to the manuscripts.... However, U.S. persons may not provide the Iran- ian author substantive or artistic alterations or enhancements of the manuscript, and IEEE may not facilitate the provision of such alterations or enhancements."
