Online learning is the fastest growing segment in the educational marketplace. According to a July 2003 U.S. Department of Education report (http:// nces.ed.gov), more than 3 million people were enrolled in online classes in 2001, and 6 million are projected for 2006. Based on more recent 2002 data, the 2003 Sloan Survey of Online Learning (http://www.sloan-c.org/ resources/survey.asp) found that 81 percent of all higher education institutions offer at least one fully online or blended course, and 34 percent offer one or more complete online degree programs. Many more public than private higher education institutions offer online study. Most importantly, the Sloan survey said, "A majority of [academic] leaders (57 percent) already believe that the learning outcomes for online education are equal to or superior to those of face-to-face instruction." However, e-learning has not yet attained critical student mass. According to the Sloan survey, only 11 percent of all U.S. higher education students took at least one online course in fall 2002.
