In the Karsik case, the Israeli Supreme Court ruled that whenever the particular public purpose which was the basis of an expropriation has ceased to exist, the expropriation is terminated, and the original owner of the expropriated land is entitled to regain her title. The Court added, however, that this principle is subject to exceptions and qualifications, including case-specific limits to the original owner's right to regain her title, as well as limits to the new doctrine's retrospective application to expropriations completed before the Court's decision.
